Index of Rationality

The 21st Index of Rationality is developed for five types of products/services, those being: Microsoft 365 Business Standard licenses; renting photocopiers; surgical sutures; services for collection, transport and disposal of medical waste, and sodium hypochlorite in gaseous aggregate state.

The Index of Rationality no.18 is developed for the following three types of products: school interactive boards; pellets with minimum heating capacity of 4.6 kwh/kg and pellets with heating capacity of 4.9 to 5.3 kwh/kg; and print paper.

The Index of Rationality no. 17 is developed for the following five types of products and services: summer work clothing; winter work clothing; work shoes - clogs; hygiene maintenance of indoor work premises; and infusion kits.

Index of Rationality no. 16 is developed for new group of goods and services, as follows: electricity; carwash services; written translation; commission rates charged by agencies for temporary employment; and installation of behaton paving elements.

Index of Rationality 15 Index of Rationality no. 15 is developed for new group of goods and services, as follows: industrial salt (sold in bulk and bag-packed), air-conditioners; printer and copy paper; extra light fuel oil EL-1; and X-ray RTG films.

Index of Rationality no.14 is developed for a new group of goods and services, as follows: metal archive cabinets; coal; school chairs; occupational rubber boots; and cleaning of river basins. Development of this Index of Rationality includes national and local institutions that have organized public procurements for these types of goods or services in the course of 2014 and 2015.

Index of Rationality no. 13 is developed for a new group of goods and services, as follows: aerial mosquito disinsection; electronic time and attendance log system; waste containers; collection, transport and disposal of medical waste; and chicken steak.

The Index of Rationality no.9 is developed for the following five types of products, i.e. services: maintenance of elevators; printing of bill forms; RTG X-ray films; cow’s milk cheese; and GPS devices. The Index of Rationality for these types of products and services was developed by targeting national and local institutions that have procured these products or services in the first half of 2013. Initially, a total of 53 national and local contracting authorities were addressed with FOI applications inquiring about prices attained for procurement of given products or services.

The eighth Index of Rationality is developed for the following five types of products, i.e., services: work clothing; work shoes; urban equipment – benches; toner cartridges; and disinfection, disinsection, and deratization services. This Index of Rationality was developed by targeting national and local level institutions that have procured these products or services in the course of 2012 and the first two months of 2013.

The seventh Index of Rationality is developed for the following five types of products, i.e., services: hygiene maintenance; defibrillators; beefsteak; PVC windows; and work shoes – clogs. The development of the Index of Rationality for the said products and services included 52 institutions at national and local level which procured such products or services within the first eight months of 2012. Solely the data collection range for the procurement of PVC windows was expanded and included 2011.

Index of Rationality no.10 is developed for the following types of goods and services: school desks; automobile tires; crushed stone for road maintenance; expert supervision of construction works; and nitrous oxide N2O for medical use. Development of the Index of Rationality for these types of goods and services includes national and local institutions that have organized public procurements for these types of goods or services in the course of 2013.

Small companies consider late payment of contract performance, short deadlines for submission of bids and eligibility criteria for tender participation to be the main problems affecting public procurements on local level

The fifth Index of Rationality is developed for the following five types of products, i.e., services: commission rates charged by Agencies for Temporary Employment; ISO 9001 Quality Management System Standards; antifreeze liquid; carwash services; and bottled still water.

This Index of Rationality is developed for a group of five products purchased by national and local level institutions in the course of 2012, those being: copy paper; industrial salt; extra light fuel oil (EL-1); air-conditioners; and calico bandages.

Index of Rationality 1 and 2 The Index of Rationality for the second group of products (second quarterly report) was developed by means of comparing purchase prices paid for medical disposables used in the health care sector. In order to provide a better overview of the state of affairs in this sector, the Index was developed for six types of products, those being:- transfusion kits;- infusion kits;- syringes;- cotton wads;- cotton patches; and- calico bandages. These products were selected because they are considered to be the most frequently used disposables by all health care centres, hospitals and clinics. The ultimate goal was to determine whether unified prices were obtained from the suppliers or there are price deviations, given the fact that these materials are used on day-to-day basis and are therefore frequently purchased. Information related to prices paid were obtained by means of Freedom of Information (FOI) applications, submitted to all contracting authorities in the health care sector and registered in the Electronic Public Procurement System (EPPS).

The Center for Civil Communications submitted the measures for narrowing the room for corruption in the public administration to the authorized institutions and media in the country. The measures were defined at the workshop, which took place on 24 October, and were proposed by domestic experts and representatives from the authorized institutions.The measures are mainly directed at: increasing the professionalism of the public administration; employing and promoting civil servants only on the basis of their work experience, knowledge, and accomplished results; reducing the discretion rights of the managers of state institutions for selecting employees; introducing a system of rewards and punishments for civil servants; limiting the possibility for various committees to make arbitrary decisions; clear defining, harmonizing, unifying, and publishing of all conditions and documents required for obtaining the services of the public administration, as well as making certain services automatic. The Center proposes to all relevant institutions to implement the measures in the interest of the general commitment to decreasing the corruption in the Republic of Macedonia.

The Center for Civil Communications has been working on systematizing and prioritizing the measures for narrowing the room for corruption in the education, proposed at the workshop that took place on 16 January 2008. At the fifth, out of the six planned workshops, domestic experts and representatives from the authorized institutions participated in the discussion on the need to take appropriate measures for decreasing the corruption in the education.

This is the first Cost-Effectiveness Index calculated for Macedonia and is designed as an instrument for state institutions to improve cost-effectiveness of public procurements, i.e., public spending. As part of the first analysis, the Cost-Effectiveness Index was calculated for five types of procurements.
