Monitored tender procedures\u00a0were marked by an average participation of\u00a02.4 bidding companies, while 35% of tender\u00a0procedures were presented with only one\u00a0bid or no bids. For comparison purposes, in\u00a0the previous reporting period the average\u00a0number of bidding companies per tender\u00a0procedures accounted for 2.8, while 29% of\u00a0tender procedures were presented with only\u00a0one bid or no bids.<\/p>\n<p>&#8211;\u00a0Although duration of tender procedures is\u00a0extended, companies have shorter deadlines\u00a0for development and submission of their\u00a0bids. In most cases, contracting authorities\u00a0set the minimum law-stipulated deadline\u00a0for bid submission. However, unlike these\u00a0calendar-based deadlines, the actual deadlines for companies to develop and submit\u00a0their bids are much shorter. There are cases\u00a0in which companies have only had one day\u00a0to develop and submit their bids.<\/p>\n<p>&#8211;\u00a0The share of tender annulments in the\u00a0monitoring sample remains at the same\u00a0high level of 18%. Dominant reasons\u00a0indicated for annulment of public\u00a0procurements include high prices and\u00a0absence of bidding companies in tender\u00a0procedures.<\/p>\n<p>&#8211;\u00a0Although they are mandatory for all\u00a0procurements, e-auctions were organized in\u00a0only 55% of monitored tender procedures.\u00a0On the contrary, the share of so-called\u00a0e-procurements or tender procedures fully\u00a0organized in electronic manner accounted\u00a0for 58%. The average price reduction at\u00a0e-actions accounted for\u00a0decrease by only 10%.<\/p>\n<p>&#8211; There are numerous examples in which contracting authorities have taken different actions in same situations, \u00a0i.e. when bidding companies have not submitted complete\u00a0bids.
