TRANSPARENT LOCAL GOVERNANCE: BOOK OF PRACTICES AND RECOMMENDATIONS One of the main goals of decentralisation is to make the local authorities more responsive to the needs of the local communities. Still, six years after the start of the process, surveys show that citizens remain unsatisfied with the manner in which the local self-government deals with their problems and how it organizes the life and work of local communities.In majority of municipalities in the country, the citizens are not participating sufficiently in the decision making processes and creation of local policies, while local authorities are not sufficiently transparent, accountable and responsible in their work. In addition, the citizens are not well informed about the role and importance of municipal administrations in local communities.  Therefore, there is a need to provide assistance to the municipal administrations to develop and implement more efficient mechanisms for more transparent, accountable and responsible work, and instruments that will allow for and stimulate regular participation of citizens, local business communities and non-governmental organisations in decision making process and creation of local policies. On the other hand, there are municipalities that implement certain successful practices that yield results and serve as positive example for the other municipal administrations.  For more than a year, three Macedonian nongovernmental associations – the NGO Infocentre, the Centre for Civic Communications and EHO, with the support by USAID, work to increase the mutual confidence and cooperation between citizens, business people, civic organisations and local authorities in Macedonia, through introduction of instruments to ensure more transparent, accountable and responsible operations of...

First Quarterly Report 2011 The present analysis was performed based on monitoringof selected sample of 40 public procurement proceduresimplemented by central level contracting authorities, whosepublic opening of bids took place in the period January –March 2011. For each quarter, in addition to the monitoring findings,the report also includes analytical processing of otherissues related to public procurements. Hence, the presentquarterly report includes the results from the survey carriedout with 345 companies and targeting public procurementrelated issues. The survey was carried out in February 2011.The present report on the monitoring of public procurementprocess was developed in cooperation and the financialsupport from the Foundation Open Society – Macedonia.

Fourth Quarterly Report 2010 KEY FINDINGS Eligibility criteria for companies to participate intender procedures limit competition and favour certain bidders.In almost half of the procedures monitored, only two companies submitted bids, which indicates continued trend on poor competition.Inappropriate elements are used to evaluate bids submitted. Bid-ranking on the basis of delivery and payment deadlines and application of assessment elements that pertain to eligibility criteria continue to raise concerns in the field of public procurements.In some cases, tender specifications are used to favour certain bidders. Some contracting authorities take actions in violation to Article 36 from the Public Procurement Law and by means of product requirements determine the procurement outcomein advance.Problem related to tender annulment is only apparently decreased. Although the monitoring sample was marked by reduced number of annulled procedures, according to the electronic system’s data this number if is on the rise.

The main conclusion of the CCC’s research of the way media in the country report on corruption became part of the U.S. Department of State’s regular annual Human Rights Report in the world published on March 11, 2009. The Freedom of the Speech and Press section of the report says: The independent media were active and expressed a wide variety of views without restriction. However, several commentaries and editorials on International Press Freedom Day (May 3) noted that pressure from political and business interests was impeding the development of a more independent press. On June 30, the Center for Civil Communications reported that the country's media lacked a professional approach towards reporting on corruption.
